CONSULTANT: SUPPORTING THE DEVELOPMENT OF THE ‘BUILDING SKILLS-BUILDING FUTURES’ PROGRAM EVALUATION REPORT

The NRC (Norwegian Refugee Council) has undertaken the “Building skills-building futures” project in North-East (NES) and North-West Syria (NWS). The specific aim is to enhance the skills, resilience, and social inclusion of adolescents and young individuals in opposition-held regions of Syria. This objective is pursued through a range of interventions, including education, psychosocial support, community engagement, and peace-building dialogues.

Conducted in collaboration with TRUST CONSULTANCY AND DEVELOPMENT, this consultancy pertained to evaluating the project’s activities targeting youth in NES and NWS Syria spanning from March 2020 to February 2023. These activities encompassed Youth Education Pathways (YEP), Curriculum and Assessment Development, Coaching and Mentoring Support Post-Graduation, Delivery of Training in Communities, Al Hol Education Pilot, and Better Learning Program. These selected activities hold significant relevance within NRC’s Education programming in NES and NWS, and the evaluation process yielded valuable insights for refinement and improvement. The primary goals of the evaluation were to gauge the effectiveness of these initiatives, pinpoint areas warranting enhancement, and amass pivotal data to inform future planning endeavors.

In this context, Beyond Borders played a pivotal role, which encompassed:

  • Reviewing and offering recommendations to enhance the inception report.
  • Validating designated data collection tools and providing suggestions for enhancement.
  • Assisting in the composition of the final evaluation report.
