CONSULTANT: THE DEVELOPMENT OF A CIVIL REGISTRATION AND VITAL STATISTICS COURSE TO UPSKILL RWANDAN PRACTITIONERS

The project involved creating an 11-module self-paced e-Learning course designed to cater to a wide range of Civil Registration and Vital Statistics (CRVS) practitioners, including both pre-service and in-service individuals. The primary objective was to develop a sustainable, user-friendly, skill-focused, flexible, and modular eLearning solution. This solution aimed to achieve two main goals: enhancing participants’ understanding of CRVS and assisting them in improving their competencies to effectively utilize the national CRVS platform. The resulting course possessed the following key attributes:

  • Skill-Development Focus: A strong emphasis on practical skill application beyond mere knowledge acquisition.
  • Modularity: The content was designed using a Micro-learning approach, making it easier to consume in smaller units.
  • Sustainability: The course was developed with long-term accessibility in mind.
  • Flexibility: The course took into consideration the diverse limitations practitioners might face, including remote locations, technical constraints, and language barriers.
  • Needs-Oriented: The course prioritized essential skills required by CRVS practitioners.
  • Constructive: More advanced practical modules were built upon a solid foundational theoretical knowledge base.

The development process followed a co-design approach, incorporating input from Rwandan in-country experts and practitioners. The course development spanned approximately eight months and included an in-person meeting in Kigali. The entire course development was divided into five phases:

  • Needs Analysis: Identifying specific requirements and gaps.
  • Proposal Drafting: Outlining the approach, methodology, process, roles, responsibilities, budget, and timeline.
  • Content Co-Development: Collaborating with technical experts to generate course material.
  • Technical Production: The content’s technical production was executed by a Colombian company, overseen and continuously reviewed by Beyond Borders.
