SENIOR PROJECT MANAGEMET OFFICER / STRATEGIC MANAGEMENT OFFICE & SENIOR E-LEARNING/MEDIA LITERACY SPECIALIST

Within the Strategic Management Office (2014-2017), initially under ictQATAR (Supreme Council for ICT) and now under the Ministry of Communication, Dr. Younes’s roles involved strategic engagement in planning, monitoring, and evaluating the execution of the National eGov Strategy. This encompassed extensive stakeholder management, collaborating with government bodies, non-governmental organizations, civil society, media, and academia. Key responsibilities included supervising Monitoring and Evaluation (M&E) tasks for national projects, particularly in e-Learning, as well as supporting evaluation indicators, reporting structures, and action plans. Facilitating coordination among stakeholders for their implementation plans and raising awareness about the significance of adhering to the eGov Strategic plan were also central duties.

During the period 2010-2014, Dr. Younes held various titles such as ‘Senior eLearning Specialist,’ ‘Senior Digital Inclusion Officer,’ and ‘Senior Media Literacy Specialist.’ Most projects were conducted under the ‘Digital Inclusion Department & Society and ICT Unit.’ Some of the notable projects I led and managed included:

  • Hasseen: Spearheading a $3 million project focused on creating 300 media-based, interactive learning activities that emphasized Cyber Safety. These resources were seamlessly integrated into the Arabic, English, and Science curriculum and aligned with national standards.
  • NISC (National Internet Safety Committee): Establishing and overseeing the ‘National Internet Safety Committee,’ a diverse coalition that supervised initiatives related to internet and cyber safety on a national level. This committee included representatives from government entities, NGOs, civil society, media, academia, and religious leaders.
  • Digital Star Competition: Organizing the annual Digital Star Competition aimed at enhancing the digital competencies of school-aged students. Open to all schools, the competition spanned preparatory and secondary levels and was conducted during 2011-2013.
  • Digital Pedagogy Professional Workshop series: Arranging an annual professional development event for Qatari educators to enhance their skills in integrating ICT into daily instruction and educational activities. Renowned global experts were invited to provide insights, and each year, around 600 teachers attended the sessions.
